I am humbled to run for Loudoun County Treasurer and I wish to thank my friend (and Loudoun’s long-time Treasurer), Mr. Roger Zurn, for his enthusiastic support and confidence. The Office of Loudoun County Treasurer is non-partisan, meaning it represents all Loudoun’s communities. Listed below are the principles that will guide me should I be honored to serve as Loudoun County Treasurer.
  2. Excellence: As Treasurer, I will be committed to excellence in all aspects in running the office. This means maximizing returns on the county’s investments, wisely utilizing resources and streamlining processes to continue to provide excellent customer service. I have extensive experience in financial management, including overseeing large, complex administrative and customer service operations in both industry and government. I will leverage my expertise in innovative solutions and technological advancements to continuously improve efficiency, reduce costs, and continue to provide excellent customer service to Loudoun County residents.
  4. Integrity: As a candidate for Loudoun County Treasurer, I am committed to upholding the highest standards of integrity in all aspects. This means promoting ethical financial practices and making prudent financial decisions that prioritize the long-term sustainability of our community. I have a background in financial management and have worked in both industry and government, giving me a unique perspective on the importance of transparency, accountability, and non-partisan collaboration in achieving our financial goals.
  6. Transparency: The cornerstone of the Treasurer’s office is transparency, and as your Treasurer, I will prioritize transparency in all financial decision-making. I will work tirelessly to implement measures to ensure trust and confidence in the Treasurer’s office, including actively engaging with all members of our community, regardless of background or political affiliation. With a strong background in customer service and non-profit leadership, I understand the importance of outreach and engagement to ensure that all voices are heard and that all members of our community are informed and empowered.
We must never forget that the great Commonwealth of Virginia, and Loudoun County in particular, has a painful history of discrimination on so many levels. We must learn from it and dedicate ourselves to never repeating it.   So, I humbly ask you to join me in committing to these principles and to working for the freedom and true equality of everyone so that we might finally realize the aspiration of our Nation’s motto: e pluribus unum (Latin for “out of many, one”) and in doing so, secure the future for us and for all of Loudoun’s diverse communities.
I am running for the position of Loudoun County Treasurer, and I am excited to share my platform with you. My platform is built on four key pillars, each of which reflects my commitment to serving Loudoun County with excellence, integrity, and transparency. These pillars include:

  1. Financial Stewardship: Financial stewardship is a key element in managing Loudoun County’s financial resources with efficiency and responsibility. To achieve this, it is crucial to involve experienced professionals who understand the complexity of administrative and financial systems. I have the necessary experience to manage these systems effectively. If elected Treasurer, I will prioritize transparency and accountability in all financial decision-making. I want to maintain the trust and confidence of all communities in Loudoun County that their financial assets are being managed with prudence and excellence.
  2. Community Engagement: I am dedicated to staying connected to all of Loudoun County’s diverse communities and listening to their needs and concerns. I believe that through active engagement and outreach, I can ensure that everyone’s voice is heard, and their needs are addressed.
  3. Continuous Improvement: A critical component of delivering excellent customer service is anticipating and addressing challenges in requirements and technology that the Treasurer’s office may face. An important part of this is continuous improvement that streamlines the way things are done in order to assure the delivery of excellent customer service. I will leverage my expertise and experience to implement new ideas and technological advancements that add efficiency, reduce costs, and provide high-quality services to Loudoun County residents.
  4. Effective Leadership: I have extensive experience overseeing large, complex financial operations in both industry and government. I have a demonstrated track record of collaborating with multiple stakeholders, regardless of party affiliation. I am committed to providing effective and transparent leadership to the Treasurer’s office and bringing my experience and expertise to serve the needs of all of Loudoun County’s communities and diverse stakeholders.

My extensive experience in both industry and government, coupled with my dedication to the four pillars of financial stewardship, community engagement, continuous improvement, and effective leadership, make me uniquely qualified to lead the Treasurer’s office. I will work tirelessly to ensure that the Treasurer’s office serves all of Loudoun County’s communities with exceptional service and responsible financial management. Henry and his wife, Kathy, have been married for 40 years and live in the Leesburg area. They have four children and seven grandchildren, two of whom live in Loudoun County, with the other two residing in Clarke and Fairfax Counties.  Kathy and Henry are members of Good Shepherd Lutheran Church in Herndon, VA.

After retiring as the Corporate Vice President of Human Resources and Shared Services at a Fortune 100 company, Henry was appointed by President Obama in 2016 as a member of the Pension Benefit Guaranty Corporation (PBGC) Advisory Committee. In 2019, President Trump appointed him to serve as the committee’s chair, leading the PBGC from a deficit to a healthy surplus.

Henry has dedicated his career to serving the public and has worked under three U.S. Presidents, collaborating with leaders from both sides of the political aisle. He is a principled leader with unwavering integrity, committed to serving the community with transparency and accountability. Henry has a strong track record of promoting financial education and empowerment and is passionate about empowering residents to make informed decisions about their personal finances.

With his extensive experience in financial management and information technology, Henry is committed to prioritizing efficient and effective fiscal management, excellence in customer service, and transparency and accountability if elected as Treasurer. He will work collaboratively with diverse stakeholders to ensure the best interests of Loudoun County are at the forefront, contributing to the long-term sustainability and well-being of the county. Henry’s commitment to innovative solutions and technical expertise will contribute to addressing challenges as they emerge within the Treasurer’s office, safeguarding personal data, and ensuring robust financial and administrative oversight.
